About ZEPRA
ZEPRA brings national project, procurement and delivery information into one coordinated environment.
What ZEPRA is
ZEPRA is a national project information and delivery platform, made by ZEPRA. ZEPRA brings national project, procurement and delivery information into one coordinated environment.
It works with public authorities, statutory bodies, professional institutions and project-delivery organisations, and publishes only what those institutions have themselves published or supplied.
Its value is the national environment it provides. One project can be followed all the way through — from planning and appraisal, through procurement and award, to implementation and completion. A single infrastructure project may be delivered through several tenders and several contracts, and ZEPRA keeps them attached to the project rather than scattered across systems.
Alongside the portfolio, ZEPRA carries the procurement and professional opportunities that deliver it, so a contractor, a consultant and a permanent secretary are looking at the same national picture from their own side of it.
Who it is for
- Government leaders and civil servants — a portfolio view across institutions.
- Oversight institutions — traceable records with a change history.
- Contractors and investors — one place to see what is planned, tendered and awarded.
- Development partners — delivery and expenditure information with stated provenance.
- Journalists and researchers — downloadable data with sources attached.
- Citizens — a plain view of what is being built where, and how far it has got.
Working with institutions
ZEPRA is designed to support institutional collaboration across Zambia's project-delivery ecosystem: public procurement, infrastructure delivery, engineering regulation, local government, public finance and planning, construction regulation, professional project management and development finance.
An institution partnering with ZEPRA sets what it publishes, on what terms, and how corrections to its records are handled. ZEPRA names an organisation as a partner, and shows its logo, only where both are authorised in writing — the operator statement lists the agreements in force.
ZEPRA does not receive bids, issue tender documents or register suppliers. Where an application or bid must be completed on an authorised external system, the opportunity links straight to it.
What ZEPRA promises about its information
- Every published record names its source and when that source last changed it.
- An absent figure is shown as an em dash, never as zero and never as an estimate.
- Retrieval is not verification, and the trust labels say which is which.
- Physical completion is what an institution reported, never derived from expenditure.
- A project is plotted only where site coordinates were actually published.
- Corrections are recorded with their reason; nothing is silently overwritten.
- Demonstration records are labelled as such wherever they appear.
The data quality methodology sets out how each of these is implemented.
How ZEPRA is governed
Editorial and data decisions follow a published methodology. A change to a project's budget, status or publication state requires a second authorised officer, corrections carry the officer who made them and the reason given, and nothing is silently overwritten.
The data governance and standards page sets this out in full, together with the standards ZEPRA follows and the rules governing photography of the people who appear on this platform. The operator statement names the entity operating ZEPRA and the terms on which its information may be used.
Records published by institutions remain the property of those institutions and are used under their own terms.
