Operator statement
Zambia Electronic Projects Registry and Analytics — ZEPRA. ZEPRA is a national project information and delivery platform, made by ZEPRA. It brings Zambia's public projects, procurement opportunities and delivery progress into one national environment, working with public authorities, statutory bodies, professional institutions and project-delivery organisations.

Governance
- Editorial and data decisions follow a published methodology rather than being taken case by case.
- A change to a project’s budget, status or publication state requires a second authorised officer, and nobody may approve their own change.
- Every correction carries the officer who made it and the reason given, and stays visible in the record’s history.
- Institutional agreements set what each partner publishes, on what terms, and how corrections are handled.
The data governance and standards page sets out how a record reaches the register and what each label on it means.
Relationship to government
ZEPRA is operated independently. It is not a service of the Government of the Republic of Zambia, and it does not use the Zambian Coat of Arms, any ministry emblem, or any claim of government endorsement.
ZEPRA is not a register of record. Where a legal or contractual matter depends on a procurement record, the publishing institution's own record and the official ZPPA e-Government Procurement platform are authoritative, not ZEPRA's copy.
Scope of institutional agreements
No institutional agreement has been executed to date. ZEPRA does not describe any organisation as a partner, or display any organisation's logo, without a written agreement covering both the relationship and the use of the mark.
Using the information
ZEPRA's own contribution — its structuring, identifiers, classifications and annotations — is published under Creative Commons Attribution 4.0 International (CC BY 4.0). You may reuse it, including commercially, with attribution.
This does not extend to the source records. Information published by Zambian institutions remains subject to those institutions' terms, which ZEPRA cannot alter, waive or extend. Each dataset states its source terms, and every record names the institution that published it. Where you intend to republish source information, check those terms.
Attribution
When reusing ZEPRA data, please name both ZEPRA and the originating institution, and give the date you retrieved it — the register changes as institutions publish.
Demonstration records
Some records are marked Demonstration data. They are illustrative, they are not government records, and they must not be presented as such. They are excluded from bulk downloads by default and are flagged in every export.
What ZEPRA does not warrant
- That the register is complete. Coverage depends on which sources are connected, and absence from ZEPRA does not mean a project or tender does not exist.
- That every record is current. Each record shows when its source last changed it, and some sources publish infrequently.
- That a record is correct where the source was incorrect. ZEPRA reproduces what institutions published, corrects what it can establish, and records what changed.
Decisions with legal or financial consequences should be taken on the institution's own record, not on ZEPRA's copy of it.
Procurement
ZEPRA does not receive bids, issue tender documents or register suppliers, and nothing on this platform constitutes an invitation to tender. Those actions are completed on the official ZPPA e-Government Procurement platform.
Acceptable use
- Do not attempt to gain unauthorised access to the government workspace or to any non-public data.
- Do not place unreasonable load on the platform. Prefer the bulk downloads over repeated requests, and identify your client honestly.
- Do not present ZEPRA information in a way that misrepresents its completeness, or its currency.
- Do not use ZEPRA's name or appearance to imply government endorsement.
Correcting a record
Anyone may request a correction. Corrections are recorded with their reason and remain visible in the record's change history.
Links to other sites
ZEPRA links to institutions' own websites and to the official procurement systems. It does not control those sites and is not responsible for their content or availability. Links that leave ZEPRA are marked.
